The recommended time to visit Thailand has always been mid-December to late March; this is also peak season dropping into high season for Thailand. Peak season is the weeks running up to Christmas and New Year. During peak season prices of accommodation do go up at least 20%. As for the climate this improves mid- December from the rainy month of November. Water levels around the Island are a lot higher and tides tend to not drop as much, meaning the beaches and coastal areas are always good for swimming. See Phangan Tide. The seas are normally quite calm but can get rather rough after a storm which is very rare. Another high season is in the months of July and August which comes after the dry season. Weather in Thailand is fun; it’s not miserably cold like Europe and most of the year Thailand has warm temperatures. You could probably get away with T-shirt and shorts for 90% of the Year. This is why Thailand is popular for backpackers. Koh Phangan being an Island does have some unpredictable weather because its a small Island, but still its fairly warm all year round.
